How to Appeal an Immigration Blacklist in Malaysia

If you have been blacklisted by the Immigration Department of Malaysia, it means your name has been flagged in their system and you will be denied entry at any checkpoint. This is sometimes referred to as a "RAI" flag (Reject Arrival/Inadmissible) in the immigration system.

A blacklist can result from an overstay, a deportation, a prior offence, or an administrative decision. Whatever the cause, it does not mean the situation is permanent. You can submit a formal appeal to have the blacklist reviewed and potentially removed.

How the appeal process works

We have personally helped clients navigate this exact process. Based on that experience, here is what is involved.

The appeal is addressed to the Director General of Immigration at the Immigration Department of Malaysia Headquarters in Putrajaya. You need to submit a written appeal letter explaining your circumstances, supported by a chronology of events, relevant evidence, and a clear statement of why the blacklist should be reconsidered.

The appeal is reviewed by the Immigration Appeal Committee, known as Jawatankuasa Rayuan Imigresen (JKRIM), which operates under the Operations, Investigation and Prosecution Division of the Immigration Department. The Inspectorate Unit handles blacklist-opening applications specifically.

What documents you need

• A formal appeal letter addressed to the Director General
• A full copy of your passport (all pages)
• A chronology report showing your travel and immigration history
• A detailed explanation statement covering why the blacklist occurred and why it should be lifted
• Supporting evidence such as medical records, employer letters, or other relevant documents
• A statutory declaration affirming the facts are true (to be sworn before a Commissioner for Oaths)

How long does it take

There is no fixed, officially published processing time. Based on our experience handling these cases, appeals typically take between 6 and 12 weeks. Some straightforward cases are resolved faster. Complex cases with prior deportation or multiple offences can take longer. The timeline is entirely at the discretion of the Immigration Department.
